I saw this video of young people looting stores in Oxford Street, London. Every comment is "well well well". I noticed a large number of the people in the video were black. Does the comment have racist connotations?

It’s a racial stereotype that black people rob or loot stores. Typing “well well well” points that out. It’s just people being racist. Perhaps genuinely or ironically. I don’t know
