With Northern California’s traditional rainy season having gone dry, some water and power agencies are taking to the skies in hope of boosting rain and snowfall through a practice known as cloud seeding.
Cloud seeding, mostly done with planes, sows rain clouds with a chemical vapor, including silver iodide particles that can bond with moisture, freeze into ice crystals and fall as rain or snow, artificially increasing the amount of precipitation from the clouds.
While the process of chemically altering the weather sounds like something from a sci-fi story, the practice stretches back to the 1940s and has been successful enough that the Sacramento Municipal Utility District, a power provider, has used it since 1969 to increase the rainfall and snowfall that helps fuel its hydroelectric power plants.
“We see an average of 3 to 10% increase in snowpack” as a result of cloud seeding, said Lindsay VanLaningham, a spokesperson for SMUD.
An area that might normally see snowfall equal to 50 inches of rainfall could produce up to 55 inches, in other words.
SMUD sent up a cloud-seeding plane Tuesday as a storm front moved over the Sacramento area and toward the Sierra. Its target was the upper American River area, where the utility’s reservoirs and power plants are located.
Cloud-seeding aircraft release the silver iodide particles through a series of long, narrow tubes or flares mounted on the wings. They serve as nuclei around which water vapor in the clouds bond and freezes. If they grow heavy enough, they fall to the ground as precipitation.
How often — and when — SMUD seeds depends on a number of factors including whether there are storm clouds, as well as on the physics of those clouds and the frequency of arriving storms.
“For example the wind speed, direction, air temperature, moisture content, icing structure, available storage in our reservoirs as well as numerous other factors must all align perfectly,” VanLaningham said.
SMUD is one of seven agencies in California that currently sow silver iodide into clouds, according to the state Department of Water Resources. The department doesn’t conduct or fund cloud seeding projects, said Jason Ince, a spokesperson for the agency but does track who’s engaging in the practice and where.
No Bay Area water agencies use cloud seeding, and in addition to SMUD, the only Northern California utility that uses it is the Northern California Power Agency, a consortium of municipal utilities that includes Alameda, Santa Clara, Palo Alto and Healdsburg as well as BART and the Port of Oakland and seeds over the watershed of the Upper San Joaquin, Upper Tuolumne and Kings rivers.
The Desert Research Institute uses cloud seeding in the Tahoe/Truckee, Carson and Walker River basins in the eastern Sierra, Ince said, but most of those areas are in Nevada.
Pacific Gas & Electric Co. used cloud seeding to employ cloud seeding in the watershed of Lake Almanor and north fork of Stanislaus River but has not notified state water officials of its intent to seed clouds this water year.
The East Bay Municipal Utility District doesn’t have its own cloud-seeding program, said spokesperson Andrea Pook, but contributes a small amount of money to PG&E programs since the utility has reservoirs upstream from EBMUD’s.
“The idea of (cloud seeding) is certainly valid,” she said. “It works in a lab. The question is how much does it really help?”

An argument erupted on Fox News' The Five on Monday when hosts Jesse Watters and Dagen McDowell discussed Ghislaine Maxwell being denied bail with Fox News personality Geraldo Rivera.
Maxwell was the former lover of convicted pedophile Jeffrey Epstein and is accused of being his chief enabler, recruiting and grooming young girls. Allegations come from four women who say Epstein abused them as teenagers between 1994 and 2004.
On the show, Rivera made reference to Darrell Brooks, who was charged with six counts of first-degree intentional homicide on Monday following the Waukesha Christmas parade tragedy. He compared the fact that Brooks has been allowed bail with Maxwell being denied.
An argument broke out on the show when McDowell and Watters both argued Maxwell was a flight risk.
Rivera said: "I am outraged by the Maxwell case. You talk about Darrell Brooks, the creep that ran over his girlfriend and then killed six people. He was out on a $1,000 bail, Ghislaine Maxwell has been in jail for 17 months for no bail. She is sitting in prison prior to trial, accused of events that happened between 1994 and 2004."
McDowell interrupted to say that Maxwell was a flight risk. Rivera argued back that the accused offered to put up a $28.5 million bond. Watters added Maxwell could flee to a country that does not extradite to the U.S., as the trio began shouting over one another.
Rivera said: "You take her, you throw her in solitary confinement for 17 months." Watters then said Rivera was defending a sex trafficker, to which he replied that he was defending justice. McDowell replied that Maxwell "deserves to sit in jail" because she is a flight risk.
McDowell continued: "She is a flight risk because she was hiding during COVID in the northeast. Here is federal bail law, you are allowed... in 1984 Congress passed federal bail law, you are allowed to deny bail on two grounds. A flight risk and a danger to the community."
Rivera then questioned where Maxwell would hide if she was a flight risk, to which McDowell said, "She can hide overseas because nobody knows where the money is." She closed with: "Way to stand up for a sex trafficker."
Newsweek has contacted Fox for comment.
Maxwell has not yet been convicted of sex trafficking and the opening statements from the defense and prosecution were read out in court on Monday as the trial began. Bobbi Sternheim, Maxwell's defense attorney, said the accused is a "scapegoat for a man who behaved badly."
He said: "The charges against Ghislaine Maxwell are for things that Jeffrey Epstein did, but she is not Jeffrey Epstein. He's the proverbial elephant in the room. He is not visible, but he is consuming this entire courtroom and overflow courtrooms where other members of the public are viewing."
Assistant District Attorney Lara Pomerantz said Maxwell had manipulated young girls. She said: "She preyed on vulnerable young girls, manipulated them, and served them up to be sexually abused."

Update: According to a report in the Miami Herald, Steve Karro had originally been charged with lewd and lascivious behavior with a minor but agreed to plead guilty to a misdemeanor battery charge in December of 2015. The judge in the case said the charge would be dropped if Karro completed a sentence of nine months' probation. Court documents indicate that his record was expunged in December of 2017.

Steve Karro, a 55-year-old rabbi on Miami Beach, is behind bars today on charges of molesting an 11-year-old girl. The alleged incident happened last month, but Karro told police that he was merely trying to cleanse the girl of her "negative energy."

Karro is a substitute rabbi at Shaare Ezra Sephardic Congregation. He also pursues a career as a fine artist, and indeed has his own art gallery on Arthur Godfrey Road. That's where the incident happened back on April 16.

When someone wants to register an opinion that something is completely false, one favored Hebrew expression is the emphatic “Sheker v’chazav!” But since no two synonyms in Lashon Kodesh have exactly the same meaning, there must be some subtle difference between these two words for falsity.

What are their distinct meanings?

Sheker is the easy one. It means a simple falsehood, a plain lie. We (hopefully) know sheker when we see it – because it’s right there in open view.

Cazav, on the other hand, is defined by the great Malbim, who authored an entire work on Hebrew synonyms, as something that has the veneer of truth, but is false at its core. It is a lie encased in truth.

The letters of each of these words, in fact, reflect this distinction. The Gemara (Shabbos 104a) makes an observation about the particular letters forming the words emes and sheker. Emes consists of three letters – aleph, mem and sof – which all rest firmly either on some form of a broad base. Sheker, in contrast, is formed by three letters – shin, kuf and reish – all of which teeter precariously on a single slender leg or pointy bottom. The medium, says the Gemara, is itself the message: emes ka’i, shikra lo ka’i. This means that emes stands – or better, it remains standing, endures – while sheker “doesn’t have a leg to stand on.”

It’s not only the shapes of the letters that convey this message, but also the particular letters comprising these words. The word emes begins with the alphabet’s first letter, aleph, and ends with its last one, sof; in between them is the mem, which is close to the alphabet’s center. The symbolism is unmistakable: Emes lasts from beginning to end. No wonder the Gemara (Shabbos 55a) teaches that emes is what serves as chosamo shel Hakadosh Boruch Hu, the stamp of He Who declares Ani rishon va’Ani acharon (Yeshayah 44:6). Sheker, in contrast, is composed of three letters at the end of the alphabet, “toppling” it over on one end.

Throughout the Watergate investigation, it was unclear whether the President could be subject to criminal prosecution prior to being convicted upon impeachment.7 The Court, however, resolved that courts may require the President to testify or produce documents in criminal proceedings.8 This principle dates to the earliest days of the Republic, when Chief Justice John Marshall presided as the Circuit Justice for Virginia over the treason trial of Aaron Burr. In that case, Chief Justice Marshall concluded that President Thomas Jefferson could be subject to a subpoena to provide a document relevant to the trial.9 Specifically, Chief Justice Marshall declared that, in contrast to common law privileges afforded the King of England, the President was not exempt from the general provisions of the constitution, like the Sixth Amendment, which provides the defense compulsory process.10

Nonetheless, Chief Justice Marshall recognized that while the President could be subject to a criminal subpoena, the President could still withhold information from disclosure based on executive privilege.11 In the two centuries since the Burr trial, the Executive Branch’s practices12 and Supreme Court rulings unequivocally and emphatically endorsed Chief Justice Marshall’s position that the President was subject to federal criminal process.13 In its 2020 opinion in Trump v. Vance, the Court extended this precedent to state criminal proceedings, concluding that the President was not absolutely immune from state criminal subpoenas.14

Finally, with respect to civil liability, the Court held in Nixon v. Fitzgerald that the President is absolutely immune in actions for civil damages for all acts within the outer perimeter of his official duties.15 The Court’s close decision was premised on the President’s unique position in the constitutional scheme, that is, the Court conducted a kind of ‘public policy’ analysis of the policies and principles that may be considered implicit in the nature of the President’s office in a system structured to achieve effective government under a constitutionally mandated separation of powers.16 Although the Constitution expressly afforded Members of Congress immunity in matters arising from speech or debate and was silent on presidential immunity, the Court nonetheless considered immunity to be a functionally mandated incident of the President’s unique office, rooted in the constitutional tradition of the separation of powers and supported by our history.17
