With Northern California’s traditional rainy season having gone dry, some water and power agencies are taking to the skies in hope of boosting rain and snowfall through a practice known as cloud seeding.
Cloud seeding, mostly done with planes, sows rain clouds with a chemical vapor, including silver iodide particles that can bond with moisture, freeze into ice crystals and fall as rain or snow, artificially increasing the amount of precipitation from the clouds.
While the process of chemically altering the weather sounds like something from a sci-fi story, the practice stretches back to the 1940s and has been successful enough that the Sacramento Municipal Utility District, a power provider, has used it since 1969 to increase the rainfall and snowfall that helps fuel its hydroelectric power plants.
“We see an average of 3 to 10% increase in snowpack” as a result of cloud seeding, said Lindsay VanLaningham, a spokesperson for SMUD.
An area that might normally see snowfall equal to 50 inches of rainfall could produce up to 55 inches, in other words.
SMUD sent up a cloud-seeding plane Tuesday as a storm front moved over the Sacramento area and toward the Sierra. Its target was the upper American River area, where the utility’s reservoirs and power plants are located.
Cloud-seeding aircraft release the silver iodide particles through a series of long, narrow tubes or flares mounted on the wings. They serve as nuclei around which water vapor in the clouds bond and freezes. If they grow heavy enough, they fall to the ground as precipitation.
How often — and when — SMUD seeds depends on a number of factors including whether there are storm clouds, as well as on the physics of those clouds and the frequency of arriving storms.
“For example the wind speed, direction, air temperature, moisture content, icing structure, available storage in our reservoirs as well as numerous other factors must all align perfectly,” VanLaningham said.
SMUD is one of seven agencies in California that currently sow silver iodide into clouds, according to the state Department of Water Resources. The department doesn’t conduct or fund cloud seeding projects, said Jason Ince, a spokesperson for the agency but does track who’s engaging in the practice and where.
No Bay Area water agencies use cloud seeding, and in addition to SMUD, the only Northern California utility that uses it is the Northern California Power Agency, a consortium of municipal utilities that includes Alameda, Santa Clara, Palo Alto and Healdsburg as well as BART and the Port of Oakland and seeds over the watershed of the Upper San Joaquin, Upper Tuolumne and Kings rivers.
The Desert Research Institute uses cloud seeding in the Tahoe/Truckee, Carson and Walker River basins in the eastern Sierra, Ince said, but most of those areas are in Nevada.
Pacific Gas & Electric Co. used cloud seeding to employ cloud seeding in the watershed of Lake Almanor and north fork of Stanislaus River but has not notified state water officials of its intent to seed clouds this water year.
The East Bay Municipal Utility District doesn’t have its own cloud-seeding program, said spokesperson Andrea Pook, but contributes a small amount of money to PG&E programs since the utility has reservoirs upstream from EBMUD’s.
“The idea of (cloud seeding) is certainly valid,” she said. “It works in a lab. The question is how much does it really help?”

⁣Three Moorpark residents were under investigation Friday after an explosion and fire at a home led authorities to discover an illegal marijuana extraction lab.Residents at the home in the 4200 block of Cedarpine Lane were manufacturing honey oil, a potent resin extracted from pot plants, according to the Ventura County Sheriff’s Office. Most of the home was damaged in the Thursday fire, which also seriously burned Travis Seymour and Matthew Anderson, both 34, according to the Ventura County Sheriff’s Office. They were taken to the hospital with serious injuries.Seymour’s 3-year-old child and wife, Lindsey Seymour, 32, were also home at the time of the blast, but were uninjured. The Seymours, who lived at the home, and Anderson, who was a guest, are suspected of producing the oil for sale, according to authorities.The video player is currently playing an ad.No arrests were made as the investigation was still underway, according to Capt. Mike Aranda. Child Protective Services was called, but the child was still with the family pending the outcome of the investigation, Aranda said.

The woman could be seen mocking the staff after throwing a cardboard promotion at them.

In the film, Morissette recalls traveling across Canada to work on what would become her self-titled debut record, Alanis, which dropped when she was 16. She describes the period as a "different era" that included an "element of lack of hyper-protection, no question." "Me not telling specific information about my experience as a teenager was almost solely around wanting to protect my parents, protect my brothers, protect future partners, protect myself, protect my physical safety," she says. "It was a lot of shame around having any kind of victimization of any kind, and it took me years in therapy to even admit that there had been any kind of victimization at my part. I'd always say, 'I was consenting,' then I'd be reminded, hey, you were 15. You're not consenting at 15. Now, I'm like, oh, yeah, they're all pedophiles. All statutory rape."

Morissette says the few people she told at the time received the information with "deaf ears," and most would stand up and walk out of the room after she confided in them.

"A lot of people say, 'Why did that woman wait 30 years?' I'm like, f--- off, they didn't wait 30 years. No one was listening, or their livelihood was threatened, or their family was threatened," she finishes. "So, yeah, the whole 'why do women wait' thing? Women don't wait. Culture doesn't listen."

Ahead of the film's TIFF debut, a representative for Morissette provided EW with a statement from the singer addressing the film's content that also confirmed she would not support the film at the Canadian festival. Morissette said she "agreed to participate in a piece about the celebration of Jagged Little Pill's 25th anniversary," though she alleged the project's interviews were conducted "during a very vulnerable time" as she struggled with postpartum depression for the third time.

"I was lulled into a false sense of security and their salacious agenda became apparent immediately upon my seeing the first cut of the film," she said. "This is when I knew our visions were in fact painfully diverged. This was not the story I agreed to tell. I sit here now experiencing the full impact of having trusted someone who did not warrant being trusted. I have chosen not to attend any event around this movie for two reasons: One is that I am on tour right now. The other is that, not unlike many 'stories' and unauthorized biographies out there over the years, this one includes implications and facts that are simply not true."

Representatives for Jagged did not provide EW with a response to Morissette's statement.

Elsewhere throughout the documentary, Morissette outlines her meteoric success throughout the mid-'90s with her classic album Jagged Little Pill, which went on to sell 33 million copies around the world. Still, she's open about other struggles she endured at the height of her career, including "active recovery" for an eating disorder that started when she was a teenager after producers told her she needed to watch her weight.

"We'd go out to eat, he'd have a whole large pizza, and I was allowed to buy a black coffee, but I couldn't put milk in it. So that kickstarted a massive eating disorder journey for me," she says. "I remember when I was like 15 or 16 I started gaining weight because I was going through puberty, and I was called into the studio to redo my vocals, and when I got there, the producer said, 'We're not doing vocals. We're here to talk about your weight.' Whenever I'd go to a video shoot, I remember sneaking Velveeta cheese slices from the fridge at three in the morning, and the next morning would come, and he'd walk in and count them and say, 'Did you eat two slices of cheese during the night?'"

Disagreement over how to regulate certain lightbulbs has been brewing for years. In 2019, the Department of Energy determined that it did not need to modify energy conservation standards for certain lightbulbs. In 2021, President Biden issued an executive order that directed federal agencies to review recent policies that were “inconsistent” with reducing carbon and greenhouse gas emissions. Agency decisions, said Biden, must “listen to the science” and protect public health and the environment.

The Energy Department interpreted this to mean issuing new restrictive rules, which became effective in July 2022. During the rulemaking process, multiple groups expressed concerns over adverse environmental impacts from forcing adoption of LEDs as the primary light source in our homes. The department flatly rejected these concern, claiming that it had not found any evidence that using LEDs in daily life directly results in adverse health effects or negatively affects animals.

This claim stands in stark contrast to decades of existing science on blue light, LEDs, and potential detrimental impacts to both human and environmental health. To compare, in 2019 the French Agency of Food, Environmental, and Occupational Health and Safety published a detailed report summarizing research on LEDs. It documented public health concerns such as flicker, phototoxicity, glare and impact to human circadian rhythms.
