​Why is Maryland treating Washington County for Black Flies?
In response to black fly concerns from citizens in Washington County, Maryland, Governor Larry Hogan has allocated $200,000 for a black fly suppression pilot project (House Bill 870​), directed by Maryland Department of Agriculture (MDA) and Maryland Department of Natural Resources (DNR) in conjunction with University of Maryland Department of Entomology. The pilot black fly treatment and monitoring project will be implemented this Summer (2017) on the Potomac River in Washington County

Planned Treatment Method
Bacillus thuringiensis israelensis (Bti)​​ will be applied by helicopter. While the schedule is subject to change, our preliminary scheduling is for five, monthly applications beginning August 2017. Bti is a naturally occurring soil bacterium that has been demonstrated to be non-toxic to humans, mammals, birds, fish and most invertebrates. Maryland’s program is modeled heavily on Pennsylvania’s program, which has been in effect since the 1980s.

Treatment Areas
Treatment will focus on portions of the Potomac River in Washington County near Williamsport and from Harpers Ferry to Brunswick.​ Map​ ​

What product will be used?
The insecticide that will be used for this project is Vectobac 12 AS. The active ingredient is Bti.

Is Bti safe?
The pesticide, Vectobac 12 AS was chosen because of its effectiveness for this use and because it is harmful to a very limited variety of aquatic organisms that only includes midge larvae, black fly larvae, mosquito larvae and a few other aquatic Dipteran (flies) insects. It is not harmful to fish, crabs or other aquatic invertebrates. More Information​

Monitoring

What are Black flies?
While black flies are small (2-5 mm length), they can have a big impact on outdoor activities. Some black flies (Diptera: Simuliidae) can impact outdoor recreation and tourism cause serious by their persistent biting and swarming behavior. The black fly life cycle has four stages: egg, larva, pupa, and adult. All are aquatic except the adults, which leave the water to search for food and mates. Larval growth is very temperature dependent, with relatively slow growth during the cold winter months and very rapid growth during warm summer water temperatures.

The aquatic stages of black flies are often abundant organisms in river ecosystems, where the larvae filter and eat fine food particles from the water column. The immature stages of black flies are aquatic and exclusively inhabit flowing waters. However, black flies are not found in lakes, ponds, swamps, and other standing water habitats. Stream flow is essential for transporting food and oxygen to the immature stages. Black flies can play in important role in local food chains where they are preyed upon by many insect predators, fish, amphibians and birds.​

Tips for Avoiding Black Fly Bites
Avoid areas of high black fly infestation.
Avoid unnecessary outdoor activities at dawn and dusk when black flies are most active.
Wear long pants, long-sleeve shirt and hat when outdoors.
Wear light-colored clothing because black flies are attracted to dark colors.
Use black fly repellents containing DEET. Consult a physician before applying DEET to young children.
Restrict the outdoor play of your children if black flies are present.

Most of the home was damaged in the Thursday fire, which also seriously burned Travis Seymour and Matthew Anderson, both 34, according to the Ventura County Sheriff’s Office. They were taken to the hospital with serious injuries.Seymour’s 3-year-old child and wife, Lindsey Seymour, 32, were also home at the time of the blast, but were uninjured. The Seymours, who lived at the home, and Anderson, who was a guest, are suspected of producing the oil for sale, according to authorities.The video player is currently playing an ad.No arrests were made as the investigation was still underway, according to Capt. The suspect then asked her if they could talk upstairs in her unit because Burgos did not want the neighbors to hear their conversation, she told police.

She said Burgos told her he was questioning his decision to only arrest her boyfriend.

At one point, the woman said she realized the Burgos was not wearing a body camera so she attempted to covertly activate her cell phone video. Burgos then said ‘Are you recording me right now?’ and she told police she feared he may arrest her so she stopped recording but she was able to record several minutes of the interaction. What happened next was redacted in the report.

When Burgos left, the victim called JSO and reported Burgos’ conduct immediately.

Detectives with the JSO Integrity Unit began an investigation and arrested Burgos the following day.

According to JSO, Burgos has been stripped of all police authority and suspended without pay while there is due process that needs to be followed. He will then be fired, JSO said.

Kee said Burgos had been the subject of multiple investigations.

According to documents, Burgos was the subject of seven different JSO investigations between 2020-2023, including three complaints within JSO that resulted in two different written reprimands.

“He never did anything to get terminated, but he was certainly working towards that and being monitored by his supervisors,” Kee said.

Burgos had his first appearance in court Thursday afternoon. His bond was set at $30,000 and was also ordered to not come in contact with the victim.

A routine request turned into a carefully orchestrated trap when a California parole agent persuaded Natalie Marinero, a transgender woman from El Salvador, to step outside her home. The moment she did, U.S. Immigration and Customs Enforcement (ICE) agents were waiting to arrest her.

"I just need you to sign... and I go, and that's it," the parole agent told Marinero before she stepped outside. But the reality was far different.

Marinero had been living at A New Way of Life, a Los Angeles-based reentry home for formerly incarcerated women, per FOX7. After serving 17 and a half years in prison for a second-degree murder conviction in 2005, she had been rebuilding her life.

"It's hard to find the words to say how the government called here, tricked Natalie, and lured her outside where ICE was waiting for her," Susan Burton, founder of A New Way of Life told local news.

"Natalie got caught in a bad situation where she was at the wrong place at the wrong time. She paid her debt to society, and now she was trying to start anew," Burton added.

"Natalie paid her debt, yeah, and she's been making great choices, really working on herself, internally, externally, like the whole package," Susan Hefner, the housing supervisor at the facility, said.

Marinero now faces deportation to El Salvador, a country known for its violence against transgender individuals. Trans women in the country have a life expectancy 41 years below the national average. Police violence, gang extortion and discrimination are among the main threats they face daily, according to Amnesty International.

"I am so saddened by ICE coming and taking Natalie away. It's just horrifying to think of what will happen to her if they return her to El Salvador," Burton said.

Her case, indicative of ongoing unknowns and fears about ICE's strategy.

Attorneys nationwide are urging immigrants and Black Indigenous People of Color communities to know their rights when confronted by ICE, including remaining silent and refusing entry without a warrant. ICE has arrested more than 7,400 people in nine days as of Jan. 31, but details on who they are prioritizing remains unclear.
