Under the Internal Revenue Code, qualified presidential candidates may opt to receive money from the Presidential Election Campaign Fund, which is a fund on the books of the U.S. Treasury.

The FEC administers the public funding program by determining which candidates are eligible to receive the funds. The Secretary of the Treasury makes the payments.

Committees receiving public funds must agree to comply with spending limits and to keep detailed records of their financial activities. After the elections, the FEC audits each publicly funded committee. If an audit reveals that a committee has exceeded the spending limits or used public funds for impermissible purposes, the committee must pay back an appropriate amount to the U.S. Treasury.

Eligible candidates in the presidential primaries may receive public funds to match the private contributions they raise. Candidates must agree to use public funds only for campaign expenses, and they must comply with spending limits.

Nominees who accept the funds must agree not to raise private contributions (from individuals, PACs or party committees), apart from certain exceptions, and to limit their campaign expenditures to the amount of public funds they receive. They may use the funds only for campaign expenses.

A minor or new party presidential candidate may qualify for some public funds after the general election if that candidate receives at least five percent of the popular vote.

This requires a working knowledge of an extensive history, from the origin of the first “queen of drag” in the late nineteenth century to the development of academic queer theory, which provides the intellectual foundation for the modern drag-for-kids movement.

The drag queen might appear as a comic figure, but he carries an utterly serious message: the deconstruction of sex, the reconstruction of child sexuality, and the subversion of middle-class family life. The ideology that drives this movement was born in the sex dungeons of San Francisco and incubated in the academy. The Biscuit Basin area of Yellowstone National Park in Wyoming is closed following a hydrothermal explosion Tuesday morning, park officials said in a news release and post on X.

Biscuit Basin, its parking lot and boardwalks – about 2 miles northwest of the Old Faithful geyser – are temporarily closed for safety reasons, officials added in the post.

No injuries were reported after the incident, which occurred near the Sapphire Pool around 10 a.m. local time. Investigators have yet to determine how much damage has occurred.

“Hydrothermal explosions are violent and dramatic events resulting in the rapid ejection of boiling water, steam, mud, and rock fragments,” according to the US Geological Survey.

They “occur where shallow interconnected reservoirs of fluids with temperatures at or near the boiling point underlie thermal fields. These fluids can rapidly transition to steam if the pressure suddenly drops. Since vapor molecules take up much more space than liquid molecules, the transition to steam results in significant expansion and blows apart surrounding rocks and ejects debris,” the agency says.

The park has experienced such explosions in the past.

“Porkchop Geyser, in Norris Geyser Basin, experienced an explosion in 1989, and a small event in Norris Geyser Basin was recorded by monitoring equipment on April 15, 2024. An explosion similar to that of today also occurred in Biscuit Basin on May 17, 2009,” a joint release from the park and the USGS said.

But today’s explosion does not indicate a volcanic eruption is imminent, the release added: “Monitoring data show no changes in the Yellowstone region. Today’s explosion does not reflect activity within (the) volcanic system, which remains at normal background levels of activity. Hydrothermal explosions like that of today are not a sign of impending volcanic eruptions, and they are not caused by magma rising towards the surface.”

Large hydrothermal explosions occur on an average of every 700 years, the USGS says.

“Although large hydrothermal explosions are rare events on a human time scale, the potential for additional future events of the sort in Yellowstone National Park is not insignificant. Based on the occurrence of large hydrothermal explosion events over the past 16,000 years, an explosion large enough to create a 100-(meter)- (328-ft-) wide crater might be expected every few hundred years,” it added.

Confidentiality
The Commission is committed to protecting whistleblowers' identities. As a general rule, the Commission treats information learned during the course of an investigation, including the identity of sources, as non-public and confidential. There are, however, limits on the Commission's ability to shield your identity. The Commission will not disclose information that could reasonably identify a whistleblower without consent of the whistleblower, except in the following circumstances:

When disclosure is required to a defendant or respondent in connection with a public proceeding that the Commission institutes or in another public proceeding that is filed by other governmental or regulatory entities to which the Commission provides the information, as described below;
When the Commission determines that there are appropriate circumstances, it may provide whistleblower information to certain governmental or regulatory entities, subject to the information remaining confidential information.

Anti-Retaliation
The Dodd-Frank Act prohibits retaliation by employers against whistleblowers. Employers may not take any action to impede would-be whistleblowers from communicating directly with the Commission's staff about possible violations of the Commodity Exchange Act (CEA), including by enforcing, or threatening to enforce, a confidentiality agreement or predispute arbitration agreement with respect to such communications. Nor may employers discharge, demote, suspend, threaten, harass, directly or indirectly, or in any other manner discriminate against a whistleblower in the terms and conditions of employment for coming forward with information about possible violations of the CEA. The CFTC and the whistleblower may separately bring actions against an employer for retaliation against the whistleblower.

If you are a whistleblower and believe that your employer has wrongfully retaliated against you, you may bring a private action in federal court against your employer within two years of the employer's retaliatory act. If you prevail, you may be entitled to reinstatement, back pay, litigation costs, expert witness fees, and attorney's fees. The CFTC also has authority under the CEA to bring an enforcement action against your employer for any retaliatory acts, which include any steps taken to impede a whistleblower from communicating directly with the Commission's staff about possible violations of the CEA.

UPDATE: Paul Gosselin was arraigned on July 9, 2024, in The Town of Fallsburg Justice Court. He was charged with the felonies: Assault 1st degree, Aggravated Assault on a Police Officer with a Deadly Weapon, Attempted Murder 1st degree of a Peace Officer.

He was additionally charged with the misdemeanors: Obstruction of Governmental Administration 2nd degree, Resisting Arrest, and Unlawful Fleeing a Police Officer in a Motor Vehicle, 3rd degree.

He was remanded to Sullivan County Jail without bail.

A man who was shot and wounded by New York State Police last week has been identified as a central Maine doctor with a history of infractions and license suspensions, most recently in 2021 for granting COVID-19 vaccine exemptions to more than 100 health care workers he had neither seen nor examined.

Paul Gosselin, 63, of Augusta was shot on July 2. In a press release issued the next day, New York State Police said troopers in Sullivan County received a report of a suspicious vehicle at a business on State Route 97 in Barryville.

Ultimately they found the man, later identified as Gosselin, who claimed to have a gun and said he would shoot the troopers, according to New York state police.

Gosselin allegedly fled to another business on the highway, got out of the vehicle then got back in and drove at a constable from the town of Lumberland, who was on foot near Gosselin’s vehicle.

A state trooper saw the scene unfolding and shot at the vehicle, with one of the shots hitting Gosselin.

Gosselin was brought to an area hospital and listed in stable condition at the time of the July 3 press release. On Monday, a New York State Police spokesperson told the Kennebec Journal Gosselin was still in the hospital.

The newspaper reported that Gosselin had been listed in a national missing persons database prior to the incident, and it was unclear why he was in New York.

Gosselin, an osteopathic doctor, had had multiple run-ins with the state licensing board before the improper vaccine exemptions. His license was suspended in 2014, according to board records, for allegedly prescribing himself medication and practicing medicine after ingesting drugs.

He was also disciplined for “unprofessional conduct” in 2002 after calling pharmacies and pretending to be his own physician’s assistant to fill prescriptions, according to the Morning Sentinel, and in 1999, for responding to an emergency call after he had consumed alcohol.
