(4) “Exploitation” means an act or omission that:
(a) Uses deception, harassment, intimidation, or undue influence to permanently or temporarily deprive an at-risk adult of the use, benefit, or possession of any thing of value; or
(b) Employs the services of a third party for the profit or advantage of the person or another person to the detriment of the at-risk adult; or
(c) Forces, compels, coerces, or entices an at-risk adult to perform services for the profit or advantage of the person or another person against the will of the at-risk adult; or
(d) Misuses the property of an at-risk adult in a manner that adversely affects the at-risk adult's ability to receive health care or health care benefits or to pay bills for basic needs or obligations.

(1.5) “At-risk adult” means an individual eighteen years of age or older who is susceptible to mistreatment or self-neglect because the individual is unable to perform or obtain services necessary for his or her health, safety, or welfare, or lacks sufficient understanding or capacity to make or communicate responsible decisions concerning his or her person or affairs.

Seventeen Techniques for Truth Suppression

Strong, credible allegations of high-level criminal activity can bring down a government. When the government lacks an effective, fact-based defense, other techniques must be employed. The success of these techniques depends heavily upon a cooperative, compliant press and a mere token opposition party.

Dummy up. If it's not reported, if it's not news, it didn't happen.

Wax indignant. This is also known as the "How dare you?" gambit.

Characterize the charges as "rumors" or, better yet, "wild rumors." If, in spite of the news blackout, the public is still able to learn about the suspicious facts, it can only be through "rumors." (If they tend to believe the "rumors" it must be because they are simply "paranoid" or "hysterical.")

Knock down straw men. Deal only with the weakest aspects of the weakest charges. Even better, create your own straw men. Make up wild rumors (or plant false stories) and give them lead play when you appear to debunk all the charges, real and fanciful alike.

Call the skeptics names like "conspiracy theorist," "nutcase," "ranter," "kook," "crackpot," and, of course, "rumor monger." Be sure, too, to use heavily loaded verbs and adjectives when characterizing their charges and defending the "more reasonable" government and its defenders. You must then carefully avoid fair and open debate with any of the people you have thus maligned. For insurance, set up your own "skeptics" to shoot down.

Impugn motives. Attempt to marginalize the critics by suggesting strongly that they are not really interested in the truth but are simply pursuing a partisan political agenda or are out to make money (compared to over-compensated adherents to the government line who, presumably, are not).

Invoke authority. Here the controlled press and the sham opposition can be very useful.

Dismiss the charges as "old news."

Come half-clean. This is also known as "confession and avoidance" or "taking the limited hangout route." This way, you create the impression of candor and honesty while you admit only to relatively harmless, less-than-criminal "mistakes." This stratagem often requires the embrace of a fall-back position quite different from the one originally taken. With effective damage control, the fall-back position need only be peddled by stooge skeptics to carefully limited markets.

Characterize the crimes as impossibly complex and the truth as ultimately unknowable.

Reason backward, using the deductive method with a vengeance. With thoroughly rigorous deduction, troublesome evidence is irrelevant. E.g. We have a completely free press. If evidence exists that the Vince Foster "suicide" note was forged, they would have reported it. They haven't reported it so there is no such evidence. Another variation on this theme involves the likelihood of a conspiracy leaker and a press who would report the leak.

Require the skeptics to solve the crime completely. E.g. If Foster was murdered, who did it and why?

Change the subject. This technique includes creating and/or publicizing distractions.

Lightly report incriminating facts, and then make nothing of them. This is sometimes referred to as "bump and run" reporting.

Baldly and brazenly lie. A favorite way of doing this is to attribute the "facts" furnished the public to a plausible-sounding, but anonymous, source.

Expanding further on numbers 4 and 5, have your own stooges "expose" scandals and champion popular causes. Their job is to pre-empt real opponents and to play 99-yard football. A variation is to pay rich people for the job who will pretend to spend their own money.

Flood the Internet with agents. This is the answer to the question, "What could possibly motivate a person to spend hour upon hour on Internet news groups defending the government and/or the press and harassing genuine critics?" Don t the authorities have defenders enough in all the newspapers, magazines, radio, and television? One would think refusing to print critical letters and screening out serious callers or dumping them from radio talk shows would be control enough, but, obviously, it is not.

Critics have accused Burnett of making premature racial assumptions based on unclear surveillance footage, while others argue that the focus on race is misplaced in such a tragedy. Disneyland Paris workers were horrified to find a large wedding they were hosting was between a man and a 9-year-old girl — with the groom and child bride’s mom arrested in what is now thought to have been a sick, $150,000 social media stunt.

The French amusement park had been hired early Saturday for the ceremony in front of the Sleeping Beauty castle, with no warning that the bride was just a child, Le Parisien reported.

Some 300 guests and a string quartet arrived around 5 a.m., before the park was open for regular tourists — with horrified employees only then seeing how young the bride was, BFMTV reported.

The “scared and confused” little girl was wearing a wedding dress and 5-inch heels “taped to her feet,” Le Parisien reported.

Staff called police, who arrested four of those involved — including the would-be groom, a 22-year-old British national, BFMTV said.

They also arrested the 41-year-old mother of the 9-year-old girl, both of whom had arrived in Paris from Ukraine two days before the sick ceremony, according to the report.

Police also arrested two Latvian nationals, a 24-year-old woman recruited to play the role of the bride’s sister and a 55-year-old recruited to act as her father, BFMTV reported.

“The latter, who initiated the call to Disneyland Paris security, explained that he had been recruited to play the role of the bride’s father for [$13,840] and had discovered at the last minute that the bride was 9 years old,” the deputy prosecutor of Meaux said in a statement.

French prosecutors are looking at whether the wedding was a sick stunt for social media — one that cost at least $150,000.

An ad was published online days earlier asking for extras, including 200 adults and 100 children between ages 5 and 15 to take part in a high-end wedding rehearsal, according to BFMTV.

The oblivious extras met around 4 a.m. Saturday in Paris, where a bus was waiting to take them to Disneyland. But at 6 a.m., park staff asked them to leave.

“We all thought we were going to attend a wedding … Everyone was stunned, no one expected it,” one of the hired extras told Le Parisien.

“Disneyland did things very well. They canceled everything as soon as they realized the bride was a child. We were shocked to see that,” they continued.

Around $150,000 was spent on hiring out the amusement park and paying for extras, while the groom’s appearance had been altered, according to BFMTV.

“The investigations, including the medical examination of the minor, a Ukrainian national, showed that she had not been subjected to any violence or coercive acts,” the prosecutor’s office said, suggesting it was all “a set-up.”

Two people, the fake groom and the fake bride’s sister, remain in custody and have been charged with “fraud and breach of trust” against Disneyland Paris, which has also filed a complaint against the pair, BFMTV reported.

Both were scheduled to appear in court in the town of Meaux on Monday as part of the opening of a judicial investigation.
Disneyland Paris said it was “fully cooperating with the authorities in their investigation.”

LONE TREE, Colo. (KUSA/CNN Newsource/WKRC) - A lawsuit has been settled after a shocking revelation that a surgeon and anesthesiologist played a music bingo game during a routine eye surgery, allegedly leading to the death of a man from cardiac arrest.

Chris Reiter, Bart Reiter's widow, recounted the day of the surgery, saying she was told there was no need to stay at the surgical center. "They said I needed to go. I could do an errand or I could do whatever, and they would call me when he was done," she said.

The surgery, a cataract procedure, was considered routine, with nearly four million performed annually in the U.S. However, notes obtained by KUSA revealed that staff noticed abnormal vital signs 11 minutes into the surgery. By the time Bart Reiter was transferred to Sky Ridge Medical Center, his death was imminent.

An autopsy confirmed cardiac arrest as the cause of death. "It just didn't make sense. Bart was 56. I mean, we skied every weekend. We bike together, we hike together," said Chris Reiter.
