In a confidential session today, the Florida Ethics Commission held a probable cause hearing for an ethics complaint filed by School Board Member Jennifer Jenkins.

The complaint stemmed from a story we broke exactly one year ago today where text messages between Fine and West Melbourne City Councilman John Dittmore revealed that Fine threatened to withhold funding from the Special Olympics and flood mitigation projects for the citizens of West Melbourne because he wasn’t invited to a fundraiser sponsored by the West Melbourne Police and Chik-fil-a. Jennifer Jenkins was invited to attend and subsequently raised the most money of any other participant.

Additionally, when we did a public records request for the communications between Fine and Dittmore, Fine instructed him not to release the messages which is a violation of Florida’s public records laws. The West Melbourne City Attorney advised Dittmore that he must release the records, and he did so. After the messages were released, Fine made several attempts to get the attorney fired. He is now the attorney for Brevard County Commission.

Dittmore attempted to smooth things over with Fine in order to secure the funding that was already approved, but Fine stated he would have added to the veto list. He invited Fine to come to the event, but Fine stated it was too late and that he wouldn’t go “anywhere that whore is at,” referring to Jenkins.

The Assistant Attorney General’s office recommended to the Ethics Commission that they not find probable cause. The Commission however, overturned that recommendation and found there was enough evidence that Representative Fine broke Florida ethics laws by abuse or misuse of his office.

Representative Fine can now challenge the findings before a judge, or attempt to work out a settlement with the commission for his penalty.

Representative Fine is currently a candidate for Florida Senate, but also claims that he has been asked by the Governor to apply to become the President of Florida Atlantic University. He states that he is strongly considering it. It’s not clear how the outcome of these ethics violations may impact him.

Now that probable cause has been found, the entire case is now public, and records will become available next Wednesday.

Additionally, Fine will soon be facing another ethics complaint for nearly identical circumstances where he has now withheld millions of dollars to the city of Palm Bay, over a personal vendetta against Councilman Kenny Johnson. The funding he withdrew included funds for the Police and Fire Departments, the widening of St. John Heritage Parkway, and funding for septic to sewer connections to save the Indian River Lagoon.

Fine lied to Fox35 in an interview when asked about this saying he didn’t know what they were talking about. However, it’s all public record.

Lee Kaplan was arrested after police investigated a neighbor’s complaint of child abuse, and officers discovered girls ranging in age from six months to 18 years old in his Bucks County home, Police Lt. Ted Krimmel told CBS Philadelphia.

“We believe that they’re originally from Lancaster County in the Amish community. Right now we’re working on getting an expert on Amish culture to help us conduct interviews on the rest of these children.”

An Amish couple reportedly gave Kaplan their daughter when she was 14 years old because he helped the family escape financial ruin by saving their farm. He allegedly had sex with the girl almost immediately after she entered his home, and between 2012 and 2015 she gave birth to two of his children, now aged 6 months and 3 years old.

The couple told police they thought the transaction was legal because they researched it online; they were aware Kaplan was having sex with their daughter.

It was this inappropriate relationship that tipped off Kaplan’s neighbor Jen Bets, according to NBC News.

“(She was) too young to be the wife, too old to be holding his hand.”

Bets told NBC News she would often see Kaplan walking down the street with the girls and holding hands with one of them, although the girls were rarely seen outside the house and weren’t enrolled in school.

“It took too long. I just want them to get help and get back and be happy. They’re so sad and fearful every time I see them. That’s what made me call.”

The couple who gave Kaplan their 14-year-old daughter claim all the girls in his home belong to them although this could not be confirmed by authorities. There are no birth certificates or social security numbers for the girls, but authorities believe they’re Amish and originate from a nearby Amish community, Krimmel told the Daily Mail.

“Right now we’re working on getting an expert on Amish culture to help us conduct interviews on the rest of these children.” The Amish couple were apparently living with Kaplan in his home along with their children although authorities aren’t sure why they moved in, how long they had been there, or what happened to their other house. They also have a nearby Lancaster County address. Authorities are still trying to piece together exactly what happened and have begun to question other nearby residents including Denise Horst, who told NBC News she saw the girls often. “I’ve ridden by this house (and) I’ve seen young girls, various ages of children, dressed mostly in Amish clothing. Often afraid, like they would once he’d come out of the house, the male would come out, they’d go running into the house.” For now, the girls remain in protective custody while police and child services determine exactly what is going on. Kaplan was charged with 10 counts of sexual offenses, eight of them felonies, including statutory rape and aggravated indecent assault; he remains in jail on a $1 million bail and is awaiting a June 28 court date. The couple, Daniel and Savilla Stolzfus, have been charged with conspiracy to commit statutory sexual assault and endangering the welfare of children; they are currently in jail with a $1 million bond awaiting court Aug 2. The Amish Pennsylvania rape case has roiled the local churchgoing community.

The woman who alleged that Donald Trump raped her at age 13 at one of billionaire pedophile Jeffrey Epstein's notorious 'sex parties' fabricated the story, DailyMail.com has learned exclusively.

When the civil suit was initially filed last April, Trump's legal team branded the allegations 'disgusting at the highest level' and a 'hoax' clearly framed to 'solicit media attention or, perhaps... simply politically motivated'.

Clinton supporters had seized on the story as a possible knock out blow.

Then, last Wednesday, Katie Johnson suddenly cancelled a packed press conference at which she was set to reveal herself for the first time, saying she was 'too afraid' following a series of 'threats' against her.

On Friday, six months after legal papers were filed, the civil lawsuit was dramatically dropped.

Social media erupted with claims that the woman had been paid off by Trump or was so terrified by threats to her life from Trump supporters that she was forced to withdraw her claims.

But DailyMail.com has learned that the real reason the suit was dropped is because the claims were simply NOT true.

The woman first sued Trump and Jeffrey Epstein under the name Katie Johnson - a name we know not to be her real identity - on April 26 in California federal court and filed an amended complaint in New York federal court in October, claiming she was subject to rape, criminal sexual acts, assault, battery and false imprisonment.

The court papers offered no corroborative evidence that her claims were true.

News that the allegations were dropped dismayed Hillary supporters who had hoped the claims would be the knock out blow for Trump's election campaign - already rocked in recent weeks by a string of sex assault claims.

Thousands of loyal Hillary followers had opened a discussion about the rape claims on Twitter and other social media networks hoping to damage Trump's push for the White House.

The Huffington Post jumped on the bandwagon of anti-Trump sentiment after she made her claims, asking: 'Donald Trump Is Accused Of Raping A 13-Year-Old. Why Haven't The Media Covered It?'

⁣But DailyMail.com has been told that elements of what Johnson had claimed crumbled at the last minute.
Her claims can today be exposed as untruthful, the key fact being that Donald Trump was not involved whatsoever.
A source with knowledge of the controversial case told DailyMail.com: 'Katie Johnson's account had been believable and compelling right up until the last minute.
'But new information emerged that suggested she had not been telling the truth.
'Ultimately it was discovered that Donald Trump's name had been inserted into this, he was not involved whatsoever. After that she had no credibility.'
The revelation slaps down any suggestion that Johnson dropped the case thanks to a secret financial settlement with Trump, as has been speculated on social media.
It also clears Trump of any hint of wrong doing in association with the lawsuit.
DailyMail.com interviewed Johnson before the case was dropped.
She had claimed her motivation was to tell her story was to expose Donald Trump to stop him from becoming president.
'We would have a rapist in the White House. I would feel horrified every single day if I stay in this country,' she said, in dramatic terms.
Johnson said her experiences in the summer in 1994 still haunt her today.
'As much as I try to forget about everything that happened, it always affects everything in my life,' she said. 'I mean it affects my relationships, I don't think I've ever had a successful relationship, one that I feel I can trust that person, there's always that mistrust.'


⁣But she also said that in 1994 she had no idea who her attacker was and that it was only when she watched The Apprentice that she came to believe it was Trump, claiming that she could not forget her attacker's face.

DailyMail.com has since learned that Johnson has two DUIs and a felony drug possession on her record and a history of drug abuse.

Johnson has a troubled past, and told DailyMail.com that she believes her experiences as a young girl led to those troubles.

The former real estate worker said recent spinal surgery has meant she is unable to work and claims disability welfare.

In lurid claims Johnson in court papers, she claimed Trump took her virginity, forced her in to role-play sex and alleges that he and financier Epstein treated her as a 'sex slave' during an 'horrific' summer in 1994.


Johnson also alleged she was sexually abused by Epstein himself - a convicted pedophile - on two different occasions during the same summer.

Johnson claimed she was forced to perform sex acts on Epstein through threats of 'violence' to her and her family.

She told DailyMail.com about how she first came to jump on a Greyhound bus from small town Oklahoma to New York in a bid to pursue her dream of becoming a model. She was just 13.
She acknowledged in the interview that she had no idea who Donald Trump was at the time.

But she claims that she would never forget his face and it was only years later when Trump starred in The Apprentice that she recognized the man she says sexually assaulted her.

That may be the crucial flaw in her story.

The second incident was a shooting that happened around 9 p.m. on Herlong Road, near Lindsey Road, in the Normandy Manor neighborhood.
According to police, before officers arrived, the man who was shot drove himself to a local hospital with a non-life-threatening gunshot wound.
Early investigation revealed the man was walking in the area when he was shot by an unknown suspect.
Police said it appears the man was targeted and believe this was an isolated incident.
The third incident happened around 3 a.m. Saturday, on Harts Road in Jacksonville’s Northside.
When officers arrived, they found a man in his late 20s suffering from a single gunshot wound. He was transported to an area hospital with non-life-threatening injuries, according to JSO. Initial investigation revealed multiple people arrived at the location and shot several times in the direction of the man, police said.
No arrests have been made in any of the three incidents, according to police.
