Video of Israeli soldiers using dogs against Palestinian boy sparks outcry

A leaked video shot in December purportedly shows IDF soldiers setting dogs on a Palestinian teenager. The Palestinian Ministry of Foreign Affairs condemned the attack, while Israel's chief military prosecutor ordered an investigation into the incident.

The video went viral after being posted to Facebook by former ultra nationalist Knesset member Michael Ben-Ari with the caption: “The soldiers taught the little terrorist a lesson.” The video has since been removed, but several copies were shared on the internet.

The Palestinian WAFA news agency reported that the attack took place on December 23, 2014 in the 'buffer zone' in the West Bank, between the town of Beit Ummar and the nearby Israeli settlement of Carmei Tzur, which is located south of the town.

The footage shows 16-year old Hamzeh Abu Hashem crying out as a dog repeatedly attacks him, while Israeli soldiers hold him down. A man can be heard commanding the dog to “bite him” as well as tauntingly asking “who’s chicken?” according to a translation provided by Haaretz.

Hashem had been accused of throwing stones at the soldiers. The IDF has said that an “internal inquiry” would be conducted and added that “the necessary steps will be taken to prevent such incidents from recurring.”

Military Advocate General Major General Danny Efroni has ordered for the soldiers involved to be interrogated, Channel 10 reported.

Hashem’s father is cited by Haaretz as saying that the teen was treated for dog bites at a hospital before being transferred to a prison.

“We, his mother and I, watched the video, and we couldn’t believe what we were seeing,” he said. “My wife almost fainted. I don’t know if there’s a mother or father in the world who can be indifferent to such pictures.

It pained us very much, especially the fact that the boy was helpless and the soldiers rejoiced over him.”

Israeli human rights group B’Tselem however says the footage doesn’t show anything out of the ordinary, noting that it is “standard” army practice. The group documented several similar incidents over last year.
Dogs are being used as weapons – activist

A projects coordinator for Breaking the Silence, a former IDF soldier leftwing organization, has condemned the attacks but confirmed that such incidents are not unusual.

“While you are a part of the army, those kind of events happen. It’s not unusual. When you use an army to control a population, when you create an occupation, that’s the kind of reality that comes out,” Achiya Schatz told RT.

He also said that he had little hope that the investigation would lead to any changes to army procedure.

⁣Two women were arrested after a police officer suffered a brutal head injury while trying to stop one of the women from fleeing the scene.

The police officer was sent to the hospital for a head injury and remains in serious condition.

28-year-old Jamaysha Butler could be seen trying to flee the scene when the Beaumont, Texas officer tried stopping her.

Police were initially called to the location due to an early morning disturbance involving a group of people.

The officer fell off the side of the car and banged his head on the pavement.

When the officer handcuffed 22-year-old Melissa Bell, Butler, who was also going to be arrested, bolted for the car.

The officer tried stopping her but sadly fell from the car.

Butler was charged with intoxication, assault, and evading detention.

Bell is facing charges including public intoxication, resisting arrest, interference with public duties, and assault on a peace officer.

The officer is in stable but serious condition.

(c) Each agency head shall, as necessary and appropriate and consistent with the procedural requirements of section 3395 of title 5, United States Code, reassign agency SES members to ensure their knowledge, skills, abilities, and mission assignments are optimally aligned to implement my agenda;
(d) Each agency head should terminate its existing Executive Resources Board (ERB), institute a new or interim ERB, and assign senior noncareer officials to chair and serve on the board as a majority alongside career members;
(e) Each agency head should terminate its existing Performance Review Board membership and re-constitute membership with individuals committed to full enforcement of SES performance evaluations that promote and assure an SES of the highest caliber; and
(f) Any agency head who becomes aware of an SES official whose performance or continued occupancy of the position is inconsistent with either the principles reaffirmed in this Order or their duties to the Nation under section 3131 of title 5, United States Code, shall immediately take all appropriate actions, up to and including removal of that official, with the support of OPM and OMB.
