MEMPHIS, Tenn., Jan 30 (Reuters) - The Memphis Police Department on Monday said it had suspended a sixth officer when the investigation into beating death of Tyre Nichols opened weeks ago, a disclosure that came days after five other officers were charged with the Black man's murder.

The suspended officer - identified as Preston Hemphill - was relieved of duty with pay pending a hearing, the Memphis Police Department said. No criminal charges have been announced against Hemphill, who has worked for the department since 2018. A spokesperson declined to comment on why his suspension was not announced earlier.

The five dismissed officers - all of them Black - have been charged with second-degree murder, assault, kidnapping, official misconduct and oppression in the death of Nichols, 29, three days after he was beaten after a traffic stop. Hemphill is white.

On Friday, the department released footage from body-worn cameras and a camera mounted on a utility pole showing officers kicking, punching and striking Nichols with a baton in his mother's neighborhood after the traffic stop.

Theresa Carlson, a spokesperson for the department, declined to comment on Hemphill's specific involvement in the events leading up to the fatal beating.

One of four videos included footage from Hemphill's body camera, the New York Times reported, citing a statement from his attorney, Lee Gerald. Reuters could not immediately reach Gerald for comment.

Gerald told the Times that Hemphill was present for the traffic stop but not at the beating, which took place in a second location after Nichols ran away.

"He was never present at the second scene," Gerald said, adding that Hemphill was cooperating with the investigation.

In one of the videos, an officer is seen using a Taser on Nichols while other officers held him down on the ground and gave conflicting commands. Hemphill has been identified as the officer who used the Taser on Nichols, according to at least two local TV stations.

Ben Crump, a civil rights attorney who represents the Nichols family, criticized the department for not firing Hemphill nor disclosing his involvement. He also criticized prosecutors for not charging Hemphill.

"The news today from Memphis officials that Officer Preston Hemphill was reportedly relieved of duty weeks ago, but not yet terminated or charged, is extremely disappointing," Crump said on Monday in a statement. "Why is his identity and the role he played in Tyre’s death just now coming to light?"

Over the weekend, protesters gathered and called for policing reforms in Memphis and other cities, from New York City to Sacramento, California, where Nichols once lived.

The peaceful demonstrations contrasted with sometimes violent scenes that unfolded after a bystander's video of the 2020 police murder of George Floyd in Minneapolis shocked the nation.

The Memphis branch of the NAACP on Sunday called for all officers and first responders involved in Nichols' death to be held accountable.

Some of the officers involved in the beating were a part of SCORPION, the specialized police unit that the department disbanded on Saturday. 🦂

Last week, the Memphis Fire Dep't said that two employees who responded to the incident were "relieved of duty."

⁣This Morbid Monday was sparked by a photo connected to the Jeffrey Epstein case that was recently released and immediately sparked a lot of questions. People started asking the same thing over and over.... is this what they think it is, or is something else going on here?

When images involving death start circulating online, I tend to get tagged aka "summoned". And honestly, my morbid little heart loves that people think of me when they want someone to weigh in through death science instead of panic.

So… here goes nothing.

This episode isn’t about rehashing the Epstein case or chasing theories. It’s about how death is documented, how the human body actually behaves after death, and why certain images raise more questions than they answer.

Along the way, I also share personal experience from inside a correctional facility on a death call — because understanding how tightly controlled and documented those environments are matters when we talk about what should exist versus what we’re shown.

I’m a mortician. I’ve stood in rooms where deaths are documented down to the minute. I’ve seen what gets photographed, what gets preserved, and what gets questioned later... and I believe that perspective matters here. I hope you do too!

The question everyone asks about Ross Perot is: “How would the outcome of the 1992 election have been different if he wasn’t in the race?”

The conventional wisdom is that George H.W. Bush would have won. Perot, an independent candidate, was a former Republican and ran on a conservative economic message. He won almost 20 percent of the popular vote. Most of his support would have gone to Bush, right?

In the latest installment in our documentary podcast series re-examining past presidential elections, we dig through the archives and talk to people involved in all three 1992 campaigns to suss out Perot’s true impact on the race. We found an answer to our original question — “What would’ve happened if Ross Perot didn’t run?” — but we also found ourselves asking an even more complicated question: “What would have happened if Ross Perot had run as a major-party candidate?”

Donald Trump’s candidacy gives us glimpse of what might have happened if Perot had run within the two party system. Both Perot and Trump ran as political outsiders, successful businessmen and populists. Their messages were simple. In Perot’s case, the national debt was “destroying the country,” and in Trump’s case, illegal immigration is “destroying the country.” Both men were protectionist on trade and said they would demand U.S. allies pay more for defense. But many of their policy proposals were vague or nonexistent.

Both the Perot and Trump campaigns relied on their candidate’s charisma, a simple message and a successful media strategy. Perot was an early darling of cable TV news, frequently appearing on talk shows like “Larry King Live.” He was also willing to harness unusual media strategies — he even did 30-minute infomercials, complete with charts. Trump’s presence on American television has been so ubiquitous that by March one firm that tracks advertising estimated he had received $2 billion worth of free media.

Both campaigns broke completely with political norms and proved surprisingly resilient in the face of prodding journalism and suggestions that the candidates were unfit to be president.

As Democratic strategist James Carville put it, “If Donald Trump is the kind of Jesus of the disenchanted, displaced non-college white voter, then Perot was the John the Baptist of that sort of movement.”

The difference is: Perot ran outside the two-party system. Nearly 20 million people cast a ballot for him, but he didn’t win a single vote in the Electoral College. Trump has run within the system. He got 13 million votes in the Republican primary, enough to win the nomination, and enough to put him within striking distance of the White House.

“Even though Americans say that they’re not partisan, they still have a home,” said Republican pollster Frank Luntz. “They still start by being a Republican or a Democrat and then they move based on the candidates or the environment of that election.”

Since 1992, the common narratives about Perot have been that he was a spoiler (unlikely) or that he was an anomaly (the most successful third-party candidate since 1912, at least in terms of the share of the popular vote won). But Trump’s rise suggests that Perot, a charismatic populist, may have been something else: a harbinger.

⁣Many myths surround the Great Wall of China, from the story that it can be seen from space (it cannot), to the reasoning that it was built to keep the Huns from invading China, as seen in the opening scene of Mulan. That one, it turns out, might not be true either. Researchers from the Hebrew University speculate Chinese emperors had the wall built to control the movement of people and cattle, the Jerusalem Post reports.

For decades, the prevailing belief among historians and researchers is that the Great Wall was built for defense, particularly against barbarian nomads like Genghis Khan's Mongols, according to History. But with the latest study, this theory may only be partially true. The Great Wall of China is actually a bunch of different walls, writes New Scientist. The Hebrew University researchers investigated a portion of the wall in the north of China. This part of the wall is called the "Northern Line" or the "Genghis Khan wall" because of its proximity to Mongolia.

The researchers excavated portions of that wall and found it was only about two meters tall, or around six feet, with several structures at lower altitudes, and did not "seem so fit for defensive purposes." The wall probably halted the movements of people, perhaps to tax them. This part of the wall could have been built during the Khitan-Liao Dynasty, during the 10th century, before Genghis Khan was even born.

WHAT OTHER SECRETS DOES THE GREAT WALL OF CHINA HAVE?

⁣The researchers noted the northern parts of China experienced harsh winters. People living in those areas may have wandered south to look for resources. Budding empires want to keep track of their people, so the wall may have been constructed as a means to prevent too much moving around. Studies are still ongoing, the Jerusalem Post says, but the team cannot go back to the site until the Coronavirus pandemic subsides. Now, there is a part of the Great Wall of China that was built to keep out Mongols and Genghis Khan, says New Scientist, and that's the one most tourists in China are familiar with. This 5,000-mile stretch of the wall near Beijing was built during the Ming Dynasty, which did have to deal with Mongol tribes trying to get into China.

The Great Wall of China may yield some more secrets in the future. Other portions of the wall system are still being excavated. One thing is for sure, though — it's good the older emperors of China built the wall back then, because it'd be really expensive to build today.

CIA Director John Brennan recently spoke at a Council on Foreign Relations event. His remarks covered a broad range of near and long term national security risks, including the benefits and costs of geoengineering for combating climate change (transcript and video below). It is not surprising that geoengineering solutions to climate change (which can be conducted unilaterally by states and non-state actors with international consequences), are an area of interest for the CIA director. As Brennan points out, there is a lack of “global norms and standards” for addressing the geopolitical implications of developing this technology, and that’s not a tenable situation. It’s a topic many shy away from, but ignoring it won’t make it go away.

And as CIA officers and their intelligence community colleagues work hard to protect our country from the darker side of technological change, we are mindful of how even beneficial advances can have destabilizing effects in the long run…

Another example is the array of technologies, often referred to collectively as geoengineering, that potentially could help reverse the warming effects of global climate change. One that has gained my personal attention is stratospheric aerosol injection, or SAI: a method of seeding the stratosphere with particles that can help reflect the sun’s heat in much the same way that volcanic eruptions do. An SAI program could limit global temperature increases, reducing some risks associated with higher temperatures, and providing the world economy additional time to transition from fossil fuels. This process is also relatively inexpensive. The National Research Council estimates that a fully deployed SAI program would cost about $10 billion yearly.

As promising as it may be, moving forward on SAI would also raise a number of challenges for our government and for the international community. On the technical side, greenhouse gas emission reductions would still have to accompany SAI to address other climate change effects, such as ocean acidification, because SAI alone would not remove greenhouse gases from the atmosphere. On the geopolitical side, the technology’s potential to alter weather patterns and benefit certain regions of the world at the expense of other regions could trigger sharp opposition by some nations. Others might seize on SAI’s benefits and back away from their commitment to carbon dioxide reductions. And as with other breakthrough technologies, global norms and standards are lacking to guide the deployment and implementation of SAI and other geoengineering initiatives.
