Jacksonville Sheriff’s Office Homeward Bound program has helped more than 500 homeless people return to their families since it began in October 2024

JSO said between Oct. 1, 2024, and Aug. 12, there have been 507 travelers through the Homeward Bound program.
The program is in response to a bill that makes public camping or sleeping on or in any public property or building unlawful unless designated by the city.
A homeless person can return to their family in another city with a one-way bus ticket home under the program. JSO said it doesn’t cost the person or taxpayers anything because it’s fully paid for using funds from criminal seizures.
Homeward Bound can be used at the Downtown Vision Inc. office on West Monroe Street and ask to use the program. An officer will check for warrants or pending cases. The officer will complete a ‘Homeward Bound Travel Release’ form to determine where the traveler is going and who will meet them at their final destination.

This information will be routed to the Jacksonville Fire and Rescue Department’s Providing Assistance to the Homeless (JFRD PATH) Team for outreach.
Since October, the Jacksonville Sheriff’s Office (JSO) has been enforcing the new state law banning public camping. As of January 3, there have been 529 warnings, 86 arrests, and 27 notices to appear.
Since late November, the JFRD PATH Team has been conducting 24/7 outreach to the homeless community and connecting them to resources. More than 900 contacts have been made and 60 individuals have been taken to the Trinity Rescue Mission shelter.
The homelessness plan released by the Mayor’s Office in July and funded in her proposed budget included a shelter bed expansion. In November, the City Council passed $1.3 million to create 96 new shelter beds at the three area shelters. The 44 shelter beds at Trinity Rescue Mission are now full. 26 beds will be opened at Salvation Army next, 26 beds will be opened at City Rescue Mission.
The City’s Healthlink Jax Initiative – one of the first telehealth services for uninsured patients in the country – has been made available to the JFRD PATH Team and area shelters. This program ensures that uninsured patients receive primary care instead of expensive emergency room visits that drive up healthcare costs for everyone. If you’re unfamiliar with Homeward Bound, it’s a voluntary program that provides transportation options (most often one-way bus tickets) for people who are unhoused. People voluntarily apply for the service, giving them a no-cost way out of Jacksonville to return home to their support system.
𝗜𝘀 𝗶𝘁 𝗮 𝗳𝗿𝗲𝗲 𝘃𝗮𝗰𝗮𝘁𝗶𝗼𝗻? Absolutely not. It’s a one-way trip, and we verify there is someone (family, friend, etc.) at the end of their journey to receive them once they arrive at their final destination.
𝗔𝗿𝗲 𝗺𝘆 𝘁𝗮𝘅 𝗱𝗼𝗹𝗹𝗮𝗿𝘀 𝗽𝗮𝘆𝗶𝗻𝗴 𝗳𝗼𝗿 𝘁𝗵𝗲𝘀𝗲 𝘁𝗿𝗶𝗽𝘀? No! This program is entirely funded by the Jacksonville Sheriff’s Office out of a forfeiture fund generated by state and local seizures. That means it costs taxpayers zero dollars; the money is instead generated by the crime-fighting work we do.

(a)The purpose of this Section is to provide a means by which a neglected or mistreated animal, pursuant to a violation of any Section of this Part, can be removed from its owner and/or current custody or can be made the subject of an order to provide care.(b)Pursuant to F.S. § 828.073, an animal control officer is authorized to:(1)Seize and take custody of any animal found neglected, cruelly treated, or otherwise treated in violation of this Part, by removing the animal(s) from its current location or(2)Order the owner of the animal found neglected, cruelly treated or otherwise treated in violation of this Part, to provide certain care to the animal without removing the animal from its current location.(c)Within 30 days after the seizure of the animal or the issuance of the order to provide care, the City shall petition the County Court for a hearing. The hearing shall be held not more than 15 days after the request for such hearing is made. The hearing shall be for the purpose of determining whether or not the owner has violated this Part and to determine whether the owner is fit to have custody of the animal. The hearing shall be concluded and the court order entered as expeditiously as possible, and in any case, not more than 60 days after the date the hearing commenced. No fee shall be charged for the filing of the petition.(d)ACPS shall have written notice served upon the owner of the animal seized at least five days prior to the hearing. If the owner is residing in the City, notice shall be in conformance with the provisions of F.S. Ch. 48, relating to service of process. There shall be no fee charged by the sheriff for service of such notice. If the owner of the animal is unknown, or is known but is residing outside of the City, notice of the hearing shall be by publication in conformance with the provisions of F. S. Ch. 49.
